I remember my mom making these. Can't remember if she mixed chocolate chips in with the butterscotch though. I do recall them being very sweet and she cut them small.
I grew up making something VERY similar called Congo Bars. That recipe was the first time I learned the magic power of sweetened condensed milk. :-D Love the history behind all of this - I wonder if ol' Alecia ever entered the Pillsbury Bake-off. ;-)
Lorinda, Interesting name!! She's still alive so I didn't want to give too much info. However, I couldn't find anything in the newspapers about her baking escapades after her first 15 minutes of fame back in the 60s.
These sound delicious!

Kathleen, That's great you remember your mom making them. Yes, they are really sweet!
Mother made Rice Krispies squares with melted marshmallows. She called them "jiggers," not squares though.
Marian, We called them Rice Krispies Treats with just butter and marshmallows. Yummy! Jiggers? That's interesting. I wonder where that name came from.
My mom had her own vocabulary of made-up words---ha!
